The Core Difference
Safety Training answers "how do I work safely around this trench?" Competent Person Training answers "how do I decide whether this trench is safe, and what do I do if it isn't?" A crew member who only needs the first question answered doesn't need the depth - or the price - of the second course.
Neither Course Alone Makes Someone a Competent Person
OSHA defines a Competent Person as someone capable of identifying existing and predictable hazards and authorized to take prompt corrective measures. That authorization comes from the employer, not from finishing a course. See Credential Transparency for the full explanation.
